I think it is a broadway play because it is an opera (the setting) but the music isn't really opera. Can anyone help me out?

It is a Broadway musical set in an opera house. I think the songs the actors sing while they are playing opera singers in the middle of an opera could be categorized as opera music.

I believe that the creators meant it to be an opera but I've never seen it on Broadway so I'm not sure.

It is not an opera. It's a musical (musical theatre). The story is set in the Paris Opera House. It is based on the novel written by Gaston Leroux.

Both, Broadyway is pop-culture musicals, but the origional Phantom I believe had been presented as an opera orat least to promote opera for the mainstream!

it was originally a novel that was adapted as a musical by andrew lloyd webber. it is a musical that takes place in an opera house, but it's not an opera in and of itself. the style of singing is definitely more of the original bel canto style which is what italian opera is known for, (as compared to the more popular style broadway musicals with a contemporay style of singing as in RENT)

Musical by Andrew Lloyd Webber based on book. He originally saw it as a rock opera, but developed a range of songs of different styles, as in his other works. For a more personal view from someone who acted in it, try Michael Crawford's autobiography "Parcel arrived safely, tied up with string".
