I read this from a site with information on the lottery:

"Each of one these six regions are divided into high and low admission quotas. A greater portion of the visas go to the low admission regions as opposed to high admission regions which will be entirely excluded from the lottery. (see list of countries which are not eligible). No single country may receive more than 7% of all allotted visas."

What are exactly the quotas for each country? I want to know what my actual odds are. Isn't there a list of all countries with their specific admission quotas anywhere?

I got a great answer here, and I hope I am not stretching it, but are there any stats available on the NUMBER OF APPLICANTS from each country? It would really help to put the quotas into perspective if I knew how many people actually apply (so I can flip out the calculator, divide one number by the other, and get my actual odds :) heheh)

Each year, only 50,000 visas are awarded in the lottery, thus, no more than 3,500 are awarded to each country. I have not come across any numbers, but if you download the Table 3 at http://www.uscis.gov/graphics/shared/statistics/yearbook/LPR05.htm and look at the stats from last year, you'll have a better idea. Looks like immigrants from Africa and Oceana have the best chances. But you should look by country. The lower the number, the greater the allotment.

But you should just apply. It's free and you can do it online, which means no postage necessary.

DV Lottery Instructions
The congressionally mandated Diversity Immigrant Visa Program is administered on an annual basis by the Department of State and conducted under the terms of Section 203(c) of the Immigration and Nationality Act (INA). Section 131 of the Immigration Act of 1990 (Pub. L. 101-649) amended INA 203 to provide for a new class of immigrants known as "diversity immigrants" (DV immigrants). The Act makes available 50,000 permanent resident visas annually to persons from countries with low rates of immigration to the United States.

The annual DV program makes permanent residence visas available to persons meeting the simple, but strict, eligibility requirements. Applicants for Diversity Visas are chosen by a computer-generated random lottery drawing. The visas, however, are distributed among six geographic regions with a greater number of visas going to regions with lower rates of immigration, and with no visas going to citizens of countries sending more than 50,000 immigrants to the U.S. in the past five years. Within each region, no one country may receive more than seven percent of the available Diversity Visas in any one year.

For DV-2008, natives of the following countries 1 are not eligible to apply because they sent a total of more than 50,000 immigrants to the U.S. over the period of the previous five years:

BRAZIL, CANADA, CHINA (mainland-born), COLOMBIA, DOMINICAN REPUBLIC, EL SALVADOR, HAITI, INDIA, JAMAICA, MEXICO, PAKISTAN, PHILIPPINES, PERU, POLAND, RUSSIA, SOUTH KOREA, UNITED KINGDOM (except Northern Ireland) and its dependent territories, and VIETNAM. Persons born in Hong Kong SAR, Macau SAR and Taiwan are eligible.

you will *purely* receive any notification of the DV Lottery via your common mail. you will *no longer* get e-mails asserting you have win, and the only you won is fraudulent.
