Hmm... start talking to her and comment on how you always see her or something, anything that starts a conversation. Move from there.

I may be old-fashioned but: Don't tell her you love her yet. That might scare her away, and it's probably not love yet--just a serious case of "like." Don't rush it but enjoy it for what it is, a budding relationship. Why don't you ask her to go get a hamburger somewhere, or to get an ice cream cone, or go to a movie? When you're out with her, don't try to kiss her or say anything romantic...just be yourself. Let her get to know you for who you are, and start getting to know who she is. The next time you go out with her, take her by the hand at the end of the "date" and ask if you can kiss her. Start with a peck on the cheek. If she is agreeable, a soft kiss on the lips is all right too. She'll know how you feel by then.

Theres no age for love, if u love her truly deeply madly then nights would be restless and all the time ur thinking of her.
i know it becomes quite difficult to concentrate on ur studies. so u got 2 be confident and bold to say this bcoz no girl like a boy who has no guts.Be daring, dashing when u propose her and shuld be able to answer her questions. BE CONFIDENT.

You are too young to be "in love." Take your time and date and have fun and enjoy your youth. Why does everything have to be so totally heavy with kids these days and love eternal and all of that? You are supposed to enjoy your youth - go travel as you get a bit older - don't get tied down - experience the world and gain your own security and then find your true love.

I was 14 once too. Looking back I now know it was intense infatuation and not love, but I understand that it can feel very real. Is your only interaction with her is that she looks at you and smiles? I wouldn't tell her you love her. Tell her you like her first.

she definitely likes you. if you r her friend then just talk more with her. ask her more about herself. and if u r not her friend then just go ahead and try 2 b her friend. i too used to stare and smile at the guy i liked. he understood my feelings and within in a month he proposedme and i agreed. but dont get toooooooo involved as it'll affect ur studies
