Yes, all spectrum of light regardless of wattage, and its specific wavelength, will reflect off a reflective surface. It depends more on the reflectiveness of the mirror or object you are using to reflect the light.

No, because florescent bulbs generally have 42w, 120v, 60Hz. Those are not powerful enough to be able to reflect and bounce off a mirror and anything that can reflect uv rays because even though it's bright still does'nt mean that it can bounce and reflect. The only thing that can make it bounce and relflect is if it's above 42w,120v,and 60Hz because it has more enerrgy and more power in it.
