It Tones muscle and burns fat. Meaning it builds muscle in small increments. However you'll never build so much muscle that your legs look like a body builder's legs. So don't worry about it.
#1: Begin walking 30 minutes a day, and add 5 minutes every day or two until you reach 1 hour a day. 7 days a week.
#2: Once you have reached 1 hour a day walking, begin using a stair stepper 10 minutes a day, every OTHER day. Increase this in 5 minute increments every couple of days until you reach 30 minutes every OTHER day.
#3: When you are within 10-20 pounds of your ideal weight you will reach a plateau where you will find you stop losing weight. This is when you add situps to the mix. Start off with 25 per day, every OTHER day (do these on the days you do NOT do the stairstepper) And increase by 5 situps until you reach 50 situps every OTHER day. (You can split the situps and do 25 in the morning and 25 in the evening.)
When you have reached your ideal weight, Decrease every exercise by half to maintain your weight and keep a firm and shapely figure.
So that would be a 30 minute walk every day, 15 minutes of stairstepper every other day, and 25 situps every other day.

It will do both. There are different energy systems that the body use, and unfortunately (as i'm in a similar situation) fat burning is the last energy system used. The body will use carbohydrates, and other stored glycogen (form of glucose) before burning fat so you will need to walk at either a relatively high intensity (for you) or for a long duration. Whilst walking you will build muscle in your legs and abs to a degree if you keep a tight stomach when walking otherwise to increase your chances of a flat stomach then do some abs work ie. sit ups.

Walking is the best way to get started. It will both burn fat and at least firm the muscle fiber.
90 may be an ultimate goal, but you should have stepped goals, more realistic and reachable. Try to be 140 by the end of the month, 130 by november, 125 by Thanksgiving. Setting a goal without a timeline, and one difficult to reach is too easy to miss, and can cause depressive states. By setting smaller goals you know you can make, but as a series of steps keeps the mind positive, and moving in the right direction.

Walking will use up energy from fat, unless you just ate a big carbohydrate meal. It will eventually build up the calf muscles, but not biceps or anything. To burn more calories, walking on the eliptical machine or anything with inclination will contribute to more calories burnt.

Eat more smaller meals throughout the day, healthy of course. The more frequently you eat , the higher your metabolism will stay. Walking is a good start, and make sure you slowly increase the speed/distance every time. Tae-bo and other things like that also help, because it feels like you have somebody there with you. well, for a fat person, brisk walk helps in easy digestion and burns fat , while for a normal person it helps in staying fit and maintaining a good blood circulation because of the fresh air we get.
Muscles are not built in jogging but not walking !
