Yes, it's a double standard.

There is a fine line between showing interest in someone and pursuing them when it is obvious that they are sincerely uninterested, though. I think the double standard arises because men are generally seen as the stronger physically of the two, and thus there is the fear that a man is capable of doing things to women that most women are not when they pursue a man. Crap, I know, but there we go......

Someone who is obsessed (of either sex) may have little in the way of personal boundaries and cannot accept what the object of their pursuit really wants (i.e. that they really aren't interested at all).

Oh no, I think we both think the same. If we really do like someone, why allow that person to chase you.. i dont get that. I have had a guy chase me, whom i didnt like, but I would not say he was a stalker. However, I had had someone persue me and he did turn out to stalk me, but that can also happen with a girl persuing you. Some of us are just obsessive.

Women can be stalkers also. It can just be more intimidating for a woman to be aggressively pursued by a man that is presumed to be stronger.
