Herod the Great was in power when Jesus was born, but died shortly afterwards, leaving is rather foolish son, Herod Agrippa, in charge of Galilee.
A very little known fact is that Herod the Great arranged a marraige for his son, Agrippa, with an Arabian Princess...however, he treated her quite shamefully, and sent her home in disgrace. Luckily for Herod the Great, he died, just before her father came looking for vengeance. Finding him dead, he took his troops back to Arabia...

The term was used to reflect his impact, not about being great as being good. He was the father of a line of "Herods".

He was given the title as he had one of the biggest building campaigns in Israel. He rebuilt the Holy Temple, and many, many places. Two you may have heard of are Masada, and Cesaria.
