The reg number is only ever issued once, The DVLA usually ask the colour of the car as a) some poeple put false plates on cars b) some poeple change the colour of thier car to avoid paying fines E.g Speed cameras

It's so that the plate can't be transfered to another car illegally...

They need to know as much info as possible, Make, Model, COLOUR, etc etc...

nope there is no two same reg plates. i think it is incase there is a mistake with the reg.
