It's not spelt right at all and doesn't really mean anything but it I think it says "I didn't understand and you, my friend" but some of those words aren't spelt right or anren't words at all.

it's meant to be french for the following:
Je ne comprends pas = I do not understand
et vous êtes mon ami = and you are my friend

It is French, but the grammar and the spelling are so horrendous it is diffucult to decipher. It says (literally): I do not understand and you my friend.

If we translate the bits that are correct, its means:-
"I have not comphren and vouis my friend"

Get a French phrase book next time.
