Yes. Cockroaches can be submerged in water for some time. It wouldn't be their main route though. If you see them there, they likely come in through minor cracks AROUND baseboards, fixtures and plumbing.

Neither cockroaches nor termites can do that, at least not directly through the plumbing system. Neither of them like water and both will drown if put in water for too long. The termites must be coming from somewhere else.

nether one can come in through the plumbing but they can follow the outside of the pipes in
