Penny is one possibility because of her brown coloration. I like the name Jenny, too, just because it's pretty, as is the name Chloe.
Emma, Sandy, Jessie, or LuLu are other possibilities. (Trust me, terriers can be real lulus when they want to be!)

She sounds extra like a MinPin than a Manchester -- MinPins do have their tails docked and can be that small, and are available in that shade. Manchesters often have organic ears and tail, and characteristic a distinctive head shape and physique shape than MinPins.
