You can't make her and it's all well and good to respect someones boundaries but there is nothing wrong with a little foot licking as long as it isn't the main focus of your sex life. If she cares about you she be willing to give it a try, the advice columnist dan savage calls it being game, giving and generous. It sounds as if she won't entertain the idea and try it once even if just to please you.
