READ READ READ. That's the ONLY way. I know not where you hail from, but you will notice people who speak English as a first language rarely speak it well. They use improper grammar and horrible slang. READ. Most authors use correct English and seeing it and hearing it in ones mind is the best way to imprint it into ones thought process. I have noticed this trend among my peers; the more a person reads, the better his/her English and grammar. If English is not your first language, grab a dictionary to help you translate as you read. Talking is generally not the best way to improve English because so many grammatical errors are permitted in everyday language.

However, if English is not your first language and you do not speak English well at all, do whatever it takes to increase your exposure to the language. Talk to people, listen to the radio and TV if you like. Dont worry, grammatical mistakes in non English speaking people are cute so long as you are making an effort to learn.

Read a lot. If English is your native language, get books by classic authors for examples of good, elegant prose, and modernistic stuff, even science fiction and fantasy, for breadth of vocabulary (well, the good stuff, not bad serials by authors paid by volume).

If you're foreign, get some books you REALLY want to know what's inside, a good bilingual dictionary, and spend 4 hours a day at it, until you fullly understand what's inside, and then get more books until you can read without the dictionary.

For speaking, watch movies in English with subtitles, it helps (but only if you're already good enough to understand the subtitles). But the only real way to do it is to find native English speakers and speak English with them as much as you can.

Read English newspapers and books. Look up the words you don't know.

Take an English course.

Watch English-language television. Also, some non-profit TV stations have various courses (including languages), check your local TV-station listings.

Get into the habit of reading a dictionary which gives etymology ( orogon of worlds),Read newspaper articles. The most difficult thing in English is conveying meaning through a combination of verb and prepostition. ( give in , give up , give out ). Interestingly , regular users of English use a smaller vocabulary than self- conscious learners...
BUT in the final analysis , if you can convey your meaning unambiguously , that is the only thing that matters. If English wants to enjoy the privelege of being a world language it must put up with (not be put off with) disregard of its strict grammatical rules.
