Yes, they are. . .but, they're not safe from the cutters or a simple blow from a hammer.

Try Kryptonite and Bulldog's mid-range to better models, available at most bike shops and aebike.com

I have read an article in Bicycling that says they are relatively safe from the bic pen. But keep in mind there is no lock that is 100%. Hopefully your lock will cause the theif to move to the next bike.
