you only put 3 balls on each side of the scale. if the scales balance you know that the lighter ball is still in your hand, use your second weighing to assess which one is the lightest.

if on your first weigh your scales don't balance, take the 3 balls that appear to be lighter and place 1 ball on either side of the scales to see which is the lightest, if they balance then you have the lightest still in your hand.
