Marble as it is specified in the Webster Dictionary, no. But the market might be selling blue stones as marble.

1- There is Blue Granite (blue pearl, Labrador blue are some names)

2- There are precious stones which can be used in the exact same way as marble, that are rich dark blue with white veins.

3- There is a possibility to take white marble and die it blue or any other color. (like those candlestick holders, at home sense)

No - the natural occuring colors of natural marble are white, red, green, and yellow (see: http://www.flooringguide.com/how-to/stone/ss002_i.php3 )

Well it depends
If you got it from another country from ordering it then yes it can be
But if you bought it and it came from the united states then usually no. But it matters where you get it
