I think continue to be patient. Although it does sound like it's a bit wimpish, this is far preferable than guys who try to have sex anywhere from the first date on.
Again, the clueless "make the first move people" appear. NO, it' not your role. If he's worth it, just be patient and if not, get rid of him. Do NOT make the first move.
UPDATE: Okay, I've given it some more thought and I think I've somewhat changed my mind. If he's really exceptional, and you want to stay with him - maybe it might be okay to give him a sincere kiss.

At 12 there is no need to kiss boys, the people I know who were doing that at 12 have now turned into slags and two have had kids when they should be in school. Moral of the story, when you start experimenting at a young age you tend to do things too early and ruin your life in the process.

Hun, if he won't kiss you already, then there's a serious problem behind it. Maybe he's had past relationships that make him scared to get too attached to you. If you know for sure that he wants to be with you for a long time.... KISS HIM!! you make the first move!! Sometimes us girls just gotta make that first move to get things started! and it's actually a huge turn on to some guys, if girls can do that!!

maybe he's never kissed a girl before
or he did, and it was a bad experience
maybe you've just never been alone together and doesn't want your first kiss to be in front of everyone else.
start out easy - a kiss on the cheek is hardly confrontationtal
maybe try watching a movie on a couch together where you can snuggle - that's one of the easiest ways.

I got the same problem too i may like to kiss my girlfriend but dint now the time or the place or maybe you dint give him the changes to kiss you man thing that women make the first move.i do this to her wend she kiss me i turn my Head and kiss her in the lips.i steal her a kiss !!hahaha!!

Maybe because he knows every step further into a relationship takes you one step closer to sex and he isn't ready to be a daddy. He could also be one of the people who go by the "if you love you'll wait" philosophy. Consider yourself lucky, 'cause if you ever break up it's much easier if you haven't gone too far.

Maybe he scared and just wants to take it slow, so start kising on the cheek and the next day move your lips closer to his mouth then the next day move closer until you actually kiss on the lips. Keep doing this until he's ready.
