If you want your hair to grow long, you have to treat it right and use natural products. It's usually recommended to not dye hair if you want it healthy and long but I can tell you really want to so go with something natural like henna dyes. You can find them at grocery stores like fresh fields or health stores. Also, to make it grow as fast as possible, take special hair and nail vitamins (you find those the at same places as the henna dye). These vitamins have plenty of B and E. Finally, besides the dying, leave your hair alone as much as possible.

If you want your hair really long, you need to follow a good diet, drink plenty of water, get enough exercise, ... you know the routine. Some find that 2500 mg. of biotin, a member of the huge Vitamin B family, helps.
The better you treat your hair, the stronger and faster it will grow. The chemicals used to dye hair are not exactly beneficial for hair. But if you are trying for a strawberry blonde type color, henna could help you, and it will actually strengthen the hair.
If it's grey/blonde now, why do anything to it. Grey is a great color and should be worn with pride. Once your hair starts going grey, your skin coloring usually changes as well and stronger colors don't always look right.
I can't tell from your question whether you want the grey blonde or the strawberry, but in either case, chemical treatment to strip off color is damaging to the hair.
You don't say how long your hair is, but the more you protect it by braids and updos, the better your growth will be.

GNC has a supplement called "Nourishair" that makes the hair grow faster, you can read what's in it by googling it. Be warned these pills are HUGE and you have to take 2 a day.
Also ProCaps labs sells a "hair skin and nails" formula that does the same thing, supports hair growth and health, and is smaller and easier to swallow.
If you take only Biotin alone, make sure you take at least 2.5 milligrams or 2500 micrograms [the same thing] a day because thats' a good amount to take. I use the Nourshair supplement from GNC now and my hair is growing faster than it did, but it took about 6 to 8 weeks of daily use to see results

You can't speed up the growth of anything on your body topically. Your hair is predestined to grow at a certain rate just like you height, nails, etc. These rates can only be altered from the inside: diet, hormones or other prescriptions may alter that. Anything else that offers to change the speed of things may be a waist of money & time. Just like there's no product to stop/slow the growth of hair.
Try another shade of red: deeper, more auburn, or more mahogany depending on your skin tone. Search online for women who have your skin tone & the hair colors that you think look good on them. Red is really in now & redheads have been known to have even more fun now.

blood is what makes your hair grow so being as healthy as possible is way to make it grow. cutting or trimming on the new moon helps as well. NOT on a full moon. it has something to do with the way the moon pulls on the earth's gravity or something to that effect.
mix some baking soda in with your shampoo or mix katchup and baking soda and apply after rinsing the shampoo out. leave in for 30 minutes while combing thru. rinse. reshampoo and condition. this will get out all the buildup (or at least most of it) so you have a fresh new pallet to work with.

As far as your hair color is concerned, About.com suggests that your hair color should suit your complexion. Any hair color will look good on pale skin. If you have pink skin, avoid shades of red or golden blond. Opt instead for ash tones to neutralize your coloring. Sallow complexion? Stick with deep reds & avoid yellow, gold or orange tones. If your skin is olive, stick with dark colors & add richness with lowlights in red or brown shades.
