I WANT SERIOUS ANSWERS PLZ
Suppose two sisters who are twins, and who are equally beautiful, walk down
the street. One of them i.e. the complete body is
covered, except for the face and the hands up to the wrists. The other sister is
wearing western clothes, a mini skirt or shorts. Just around the corner there is
a hooligan or ruffian who is waiting for a catch, to tease a girl. Whom will he
tease? The girl wearing the skirt , mini or the other girl

Answer: It doesn't matter.
Teasing is not a problem. But if our hypothetical hooligan escalates into harassment, then he could find himself in jail -- so no matter what the girls are wearing, he had better look out for himself.
You're trying to make the girls responsible for the man's actions. It doesn't work that way.

You ask who will I tease and the answer is neither one.
If you are talking about the hooligan around the corner the answer is probably both. He does this because of an internal insecurity or need and this happens irrespective of outside influences.
Some might even be more inclined to harass the one who is covered the most.

To our hypothetical hooligan, thew girl wearing a mini skirt will stand out more. I doubt he would even notice the other one; modest people tend to blend into the background when there is someone overtly sexy around.

Hopefully the girls will have been taught how to deal with worthless street trash. And the one who is the most interesting and can carry a conversation is the most attractive. They both look the same under the clothing.

As for ur question, of course the girl in the mini-skirt, the hooligan won't even notice the modest girl, and so that modest girl will be protected from such teasing.

You are asking for us to assume to read someone else's mind and place supposition as to whom he would tease. I find that terribly hard to fathom...especially this early in the morning. However, I think more attention would be paid to the one in western clothing as she has more to ogle. The one completely covered would probably be spared a passing glance but she would probably be less likely to get harrassed and or raped.

The guy is gonna probably be more attracted to some girl in a mini skirt, maybe even talk to her, the one other he's probably gonna think in his mind "what's up with this terrorist ******"

Interesting how you correlate 'western clothes' with miniskirt. I live in the west and see very few mini skirts.
