you pretty much have to just make a 9x13 cake let it cool completely, and cut out the shape. Freeze it , then spread a thin layer of frosting over the entire thing so crumbs aren't all over.
Decorator's frosting:
2 c. Crisco Shortening
1/2 c. milk
1 tsp. salt
1/8 tsp. almond extract
2tsp. Vanilla
2lb bag of powdered sugar
after crumb coating the cake, let it set for a while. This frosting will dry a little then it will be easy to spread the top layer of frosting. To put some details on like the rim...put frosting in a baggie and cut the corner of it. Or get some Wilton decorating supplies @ Meijer. Have fun!

Sounds like something you would find (a cake pan shaped like a penis) in a gag gift store like Spencers. Or maybe in a sex toy store, as I am pretty sure you won't find it at a standard kitchen store or Wal-Mart.

I think it would be fun to order one of those penis pans and mix it up with some other pans in some unsuspecting persons (like your Mother-in-Law the church lady) kitchen cabinet. You may not be there when they find it, but would that not be funny as hell just the same.

Well, maybe you could use a plastic bag with a little whole cut out and put the dough in it. Squeeze it out in the right shape. I don't know if it will work, but I guess it might very well.

bake a cake mix and bake it in a 13X9 pan and then cut it to the required shape as I doubt that you will be able to buy a preformed tin

use a small loaf tin for the shaft and two round cakes for the balls, decorate accordingly
