If I plug in a power supply on 12V into an appliance that requires 10V will it burn it out.

I am an electronics tech! The answer to your question is it depends on the length of time plugged in and the amp output. IE if the gadget requires a 10 volt supply at 2.5 amps and you plug in a 12 volt supply at 1.25 amps it probably will not fry your gadget. If the amps are reversed it absolutely will fry it! If there is a fuse or a circuit breaker they will go first!

Yes it will burn. If the Amperage rating of your 12V supply is the same or higher you can place 3 diodes in series, this only if the 12v supply is stabilized, if the power supply is not stabilized I would use 4 diodes (1N4007) instead of 3.

By placing diodes of the type 1N4007 (very common low cost 1A type diode) you reduce the voltage by 0,6V for each diode you place in series.

If your 12 supply produces less Ampere you can not use it as you would burn your power supply instead.
