Although this can be an alergy, the usual causes are that your dog has fleas! You may not like to think that, but even the Queen of Englands dogs get fleas too!
Take the dog to the vet for a check up but I am sure he will just sell you some flea spray. Also you MUST spray your house too as for every flea you have on your dog, there are 200 eggs in your carpets, furniture etc!

if ur dog has a skin problem, take it to the vet. the vet will prescribe medication and shampoo and things like that. if ur dog is bored, it will keep on scratching though the area where it scratches could be clean. if so, get your dog more exercise and toys to play with so that it wont get bored. excessive scratching could result in a painful rash.
