As annoying as it is, there's nothing inherently illegal about what she's done or is doing...at least at the present time. The camera isn't doing anything more than any other security cameral would do. It's recording on film things that are going on in a public place, similar to a traffic camera, a news cam, outdoor security cameras and the like. That's not to say I wouldn't be peeved too however.
There is from a practical, legal perspective, no cure for a nosey neighbor that has a low threshold of being bothered by others and chooses to inform the landlord.
Sometimes the recipient of these actions - people like yourself - get so frustrated that you retaliate in some way that just happens to be an unlawful act, and you get caught at it, and the matter only gets worse, and things go awry....and even more frustrating.

But taking pictures of your kids? that's wrong and why the hell is she doing that anyways?
What is she going to do with the pictures?
You should ask the police that
this woman is harassing you and buy the sounds of it she is starting to really upset you
Talk to your landlord about it and see what he or she can do 4 you in the mean time good luck!
but don't retaliate
as this will give her more reason to make your life hell

My first question is what have YOU done to provoke her?
Most reasonable people don't start those kinds of measures unless they've been provoked. Are you rude to her? Has she asked you nicely not to do certain things and you persist?
Having had a few crazy neighbours myself in an apt building apt dwellers have to learn to share the space where they are , have some consideration of others, keep kids and animals in line so they are not bothering other people.
Who's been there longer, you or she?
There's always two sides to an issue like this and you have some responsibility for it geting to be like this.
Sit down with her , politely, not accusatory or rude and work it out or move.

Unfortunately the police were right, there's nothing that can be done unless she actually threatens you. Some women are complete b it ch es, intent on making life so much harder for everyone else, I know it's happening to me at the moment. Just wanted to offload.

In the UK you cannot legally take someones image without their consent. This is clearly harassment and the police should have had a word with her about it. If I were you I would get my own back - take pictures of her and then use photoshop to alter them to make her look really stupid and then stick them up where people walking past can see!!

wrong because 1 she is stalking, 2 she is harassing, and 3 taking photos of children is not normal. call the chief of police and then call an attorney, not to mention child protection services. contact cps and say that a crazy woman is videoing kids (which is normally frowned upon). also contact the landlord tenant association in your area and explain what is going on

I would stop her from photographing your kids. What is she going to do with the pictures anyway? Just knock on her door, and tell her, if you see her doing that again, you are going to sue her. It is crap, that is sort of an invasion of privacy, etc. Tell her to get a life. Maybe you could sneak a picture of her when she isn't looking and post it on her door, but don't let her know you did it. Maybe she will get the picture literally she should not be in the picture business with your kids. Be sure she is bending over, and has curlers in her hair, and no makeup on.

yeah that female dog is ****-ing crazy.. but taking photos is not against the law or video but what does she use them for?? i would talk to a lawyer about it.. scary.. invasion of privacy

Unfortunately if she only does what you just described, she ain't doing anything illegal. Good thing that you can always file a complaint with the HOA. And ...Yes I would harass her back by calling the police on everything and anything she would do....ie: barking dog, noise, loud music etc.

She isn't crazy. She's probably elderly and afraid of being harmed by young people. There's nothing illegal about surveillance cameras. If your kids are behaving then you have nothing to worry about.
