A "monger" was originally a street-seller (i.e. he sold goods on the street, just in case any jokers are up this early !!!) who plied his trade from a stall, usually in a market place.
Examples of the useage of this terminology in the present day are somewhat limited, being only fishmonger, ironmonger (who sold tools etc) and costermonger (second-hand 'tat' for want of a better word) and that's about it.

The same way an ironmonger 'mongs' iron. A monger is a dealer in a specific trade.

the word is monger which according to the oxford dictionary means
dealer or seller or trader as in ironmonger sells metal goods , so fish monger trades or sells fish
