Well I can say that the other answers here are all incorrect. A rank is a commissioned officer not a rate (e.g soldier, corporal, etc) and in the British Army they start:
Second Lieutenant
Lieutenant
Captain
Major
Colonel
Lieutenant-Colonel
General
Field Marshall
In the British Navy they are:
Sub-Lieutenant
Lieutenant
Lieutenant Commander
Commander
Captain
Commodore
Vice-Admiral
Rear-Admiral
Admiral
In the RAF:
Pilot Officer
Group Captain
Wing Commander
Squadron Leader
Air Marshal
(not 100% about the Air Force ones but these are definately ranks)
The Navy is the senior service and 2 pips (Lieutenant) in the Army (or 2 Air Force stripes) is only worth 1 RN stripe (sub-Lieutenant)

ALL US Military use the same PAY GRADE Structure.... just different names for their corresponding Rank or Rate.
Okay... for the US Navy, the officers break down as follows:
Ensign (O-1)
Lieutenant (Junior Grade (O-2)
Lieutenant (O-3)
Lieutenant Commander (O-4)
Commander (O-5)
Captain (O-6)
Rear Admiral, Lower Half (O-7)
Rear Admiral, Upper Half(O-8)
Vice Admiral (O-9)
Admiral (O-10)
The (O-x) signifies their PAY-GRADE, as E-X will for Enlisted. US Navy enlisted are in RATES that correspond to their Pay Grade... and then also broken down into RATINGS that signify their job-specialty.
(E-1) Recruit
(E-2) Apprentice
(E-3) Seaman (or Airman, Hospitalman, Constructionman or Fireman)
(E-4) Petty Officer 3rd Class
(E-5) Petty Officer 2rd Class
(E-6) Petty Officer 1st Class
(E-7) Chief Petty Officer
(E-8) Senior Chief Petty Officer
(E-9) Master Chief Petty Officer
(E-10) Master Chief Petty Officer of the NAVY
For example, I left as: AW1 R. Shepherd, (NAC, AW, SW)...
pay grade E-6, Rating of AW (Aviation Warfare Systems Operator) Rate of First Class. NAC = Naval Aircrewman, AW = Aviation Warfare Specialist, SW = Surface Warfare Specialist.

The Coast Guard ranks are the same as the Navy so the guy that answered before me his answer go for the Coast Guard to.
