She just needs to gain more confidence in the water, its sounds to me like your lady has at some point had to pour water over her head to get the shampoo out. I am not saying she's a bad mum at all, just that kids remember. Firstly try to get her laying down in the bath so that rather than pouring water over her head she is washing the shampoo out (let her feel that your hand is behind her head stopping her from going under) lots of praise when she does this (lots) and get her dipping her head without shampoo so she does not associate this only with the unpleasantness of having her hair washed. I suggest both bathing her together too she appears to trust dad at the moment but mum less so - if dad is there telling mum how and you can get her to join in with this then steps are being made - I know its all an act and mum probably knows better than dad already but its getting your little on to accept and be comfortable with this. Above all else stay calm, its not the end of the world if her hair isnt washed every time for now what matters most is that her confidence in the bath and the wqater is built up - good luck .

Have mom try getting in the bath with her. If she sees mom isn't scared of bathtime then she might be able to get past her fear as well. As for hair washing, have mom pour water over her own head a few times and act like it is fun. Then hand the cup to your daughter and let her pour water over mom's head and encourage her by laughing. After that tell her "Your turn" and try pouring the water on your daughter's head. If you take turns washing hair and she sees that it isn't scary for mom she can follow the example and not fight hair washing anymore.

there is a visor you can buy for kids so the water does not get in their face when you wash their hair, sort of like one of those sun hats with the hole on top. She's probably scared of the feeling of the water on her face. i had the same problem with my daughter for a couple years. she's 4 now and is still a little afraid to get her hair washed because she's scared of the water getting in her face. try distracting her with toys when you wash her hair, and use tear free shampoo. also try those crayons that are really soap that she can draw on the shower walls with.

Hair washing time was always a battle in our house. All four of our children were afraid at first to have their hair washed. The best way I found was to have them hold a dry wash cloth over their faces and hold their heads back while I poured the water over to rinse. I wish you the best of luck.

We have done two different methods
One take them into the shower and tell them it is like raining and use no-tear shampoo
Two - (harder) get them to lie down in the tub so that the back of their head gets wet and you can pour water and not get any in their eyes

I assume your using a no-tears shampoo.
I use to bribe my daughter to eat her vegetables (dessert being the reward), I'm was not proud, in the end just desperate enough to resort to it.
Good luck and sorry I couldn't give you a magic answer.

Try not pouring water over her head, instead, use wet towel to slowly wet her hair, let her feel more comfortable before adding more water to it.
Take extra care not to let water enter her eyes.
