I need everyone to log the same information in the same order, every time; they will access from different computers on the network and save with different file names once they've entered their responses. Can regular excel do this?

Yes.

You can lock certain cells so that they can't be changed that way you can ask questions which are in locked cells but leave a cell free for respnses which isn't locked. It is under protection in the menus.

Doyler has got it...just wanted to add that unless you add some background VBA scripting, you can't force them to enter data in the same order, if by that you mean the order in which they fill in the blanks.

You badly need a database .....

Quick dirty suggestion is to right click on your master file and make it read only. That way it will force them to save under a new name.
