I had the same problem and my sister trains puppy class. I will tell you what she told me and it worked.
1. get a crate
2. take the dog out side. tell the dog (go potty) in a nice voice, If the dog does not go put it back in the crate. If the dog does go sound very happy, praise the dog, pet the dog and if you are using treats give a very small one. watch the dog for signs that it needs to go back out. (keep the dog with you).
3. If the dog did not go potty do not punish it, just put him in his crate for an hour or two and take him back out. Keep this up it take a bit of effort but it works. As you start this you need to clean all the area's that your dog has gone. (you can find products at the pet store) or if you are going to class with the dog ask your trainer what they recommend. P.S. my dog loves her crate. I do not shut the door and when she is in there know one can bug her.My dog also goes potty on demand and always praise her for it to this day and she is such a baby. she is 5

you need to crate train them, you might think that is cruel, but it's not. my 11 lb. chihapoo loves her cage, it's a security blanket. if he/she wines or barks while in the cage at night, put a blanket over the cage and try music. the cage needs to have a separator in it. the dog should only have enough room to be able to turn around and lay down. any more than that they will pee and poo on one end of cage and sleep in the other. dogs hate to pee or poo in there beds, it's natural. over time keep moving the separator back farther giving it more room. eventually you can remove the separator all together and it shouldn't go potty in cage any more. as soon as you get up in morning or get home from work. take it straight outside, and praise it when it potties outside, make a real big deal about it, they'll get the hint that this is good. you can't punish a dog after it goes potty in house, you got to catch it in the act b4 it will know why your scolding him/her. and if you rub its nose in the poo or pee, it will just learn to hide and poo or pee,you don't want that! lol it takes a little patients but it works great! my dog is in it's cage for 8 hours a day 5 days a week, and it does not pee or poo in the cage or my house. she loves her cage, always going in it when she doesn't have to. well hope this helped.

We have a small dog that has had the same problem. What we do is shame him by using dissaproving tones and saying "bad dog", which makes him feel awful. We make him watch as we clean it up and then continue to act upset at him for the next hour or so, so he realizes how bad he was. It worked for us!

Go to the local pet shop and get "Wee Wee" pads and put them where the dogs have gone before. Then, they will pee on the pads, which have an odor that only they can smell. As they catch on, move the pads toward the door and eventually they will know that going to the door means you will take them outside to pee.

if your dog is still wetting inside the house then you have not been walking it enough, take it out every 2 hours and stay out
until it goes to the bathroom, watch you dog for signals that it needs to go outside, they don;t automatically know this
all my dogs know the word "outside", all I have to do is ask them if they need to go outside

I CAN ONLY GUESS THE PROBLEM YOU HAVE IS YOUR FAULT. When your dog pees I bet you pick it up and take it out side right? Stop pick-in it up and start leading it to the door. We pee we get a free ride to the door. It has no idea were to go to ask to go out.

Check out www.drsfostersmith.com It is a pet supply catalog company. They have several products to use with housebreaking and lots of articles giving great, common sense advice. (hey, I should charge them for this.)
