Not sure if you are talking about a wedding dress, bridesmaids dress, or just a general dress for attending a wedding.
Dresses that gather to one side tend to look nice. It helps create the illusion of a more defined waist. Examples of Wedding Dresses that do this are:

http://www.davidsbridal.com/bridal_gowns_detail.jsp?stid=2306&prodgroup=159
http://www.davidsbridal.com/bridal_gowns_detail.jsp?stid=1590&prodgroup=159
Or maybe a gown with a ribbon around the waist:

You then get the dress altered to fit you.
As for Bridesmaids Dresses:
One with a waist that gathers at one side or ties around the waist would look nice. A good skirt length for short people is just below the knee. A-Line skirts work best. Helps create the illusion of height. Some examples:

My bridesmaids wore this one. One of my bridesmaids was heavier and this dress looked really nice.

General Dresses to wear to a wedding:
I don't know if you have a Dress Barn store by where you live, but I recommend you check one out. Or maybe try Lane Bryant. The same rules as above apply. However, the dress does NOT need to be black. Don't be afraid of color. Also, try on things you wouldn't normally try on. You'll be suprised that some of the strange items actually work and look good on you. Some ideas I found (some of these will look better on you than others, it really depends on your shape):

Other tips:
Don't be afraid of strapless dresses. Just make sure you buy a good strapless bra. I recommend Lane Bryant for this one. They have a couple of real nice convertible bras that come with removable clear straps. Very nice.
Make sure you buy something with a defined waist. A dress that has no waist will make you look like you have no waist (i.e. you will look like a giant square). Maybe try a wrap dress.
Shop around. I know this can be fustrating. You will find something.
Good Luck!

choose a solid colour or very minimal patterns not sure if you are looking for a wedding dress or a formal dress in general. If you have a fuller bust try something will wide straps or a cap sleeve it will often the wider shoulder and ensure you can wear the proper support garment underneath. then i would recommend and empire waisted dress with an A-line skirt to hide the lower body. For a smaller bust you can choose a princess dress the difference it has more of a spagetti or thinner strap and it has more definition around the bust and it flares from the bust down. Choose the most flattering to your exact shape and whatever you feel comfortable in best of luck!!

If you mean wedding gown - don't go for strapless or skinny little strappies up top - have at least a fuller sleeve, it will give the illusion of length. Some empire waist styles may look okay, otherwise go for a dropped waist - or, alternatively, an A-line. Don't have lots of flouncy stuff - keep it simple.
If you mean just a dressy dress - don't go for the current "styles" if they don't suit you. Monochromatic colours give the illusion of length. Don't have a boxy jacket over a dress, for example, because it "cuts you in two", when what you want is soft, and flowing, and elongating. Something in jersey, maybe.

i'm short 5'a million" and a couple of length 4 yet i will make it easier to be attentive to from journey, strapless clothing are not flattering on bigger human beings. while i become a 10, i exploit to wish to placed on them so i attempted one on and it become poor! It unquestionably makes you look bigger than you're by ability of showing off the bare shoulder and chest. no longer appealing, many of the time, it seems trashy, somewhat in case you have a brilliant bust. i might bypass with the halter suitable. that is going to help postpone your chest and flatter it, fairly than making you seem frump. Halter tops are nonetheless my prominent type. i could have 10 clothing that are halter and that i consistently get complimented.

Plan on a size 16 dress, exercise and diet until you attain that size, then you'll probably turn more heads than the bride. Your heart and kidneys will thank you.

Solid dark color, v-neckline or open neck, short or 3/4 sleeve and straight lines, no waist cinching (under breast ok) and no collars, folds, ruffles bows or ridges. Hair up. ;)
