You can use efficient heat exchangers combined with cooling towers. Cooling towers could be mechanical or natural. Mechanical cooling towers need pumps and motors to circulate the water. Natural cooling towers might need only fans and gravity keeps the water flowing.This type of cooling is used in petrochemical industries. Industrial application other than that use water glycol mixtures in compact heat exchangers; like fin and tube or tubular. But in the design you have to determine the number of passes for the coolant to obtain an optimum design. Nuclear plants use heavy water for cooling. Other applications use gases in heat exchangers. So you see you have to know what you want to cool then cool it. If it is a car simple radiator can do the job. In aircraft oil heat exchangers are normally used and so on.
