Essentially you can only live and/or work in the UK if you (a) have EU citizenship, (b) are married to someone with EU citizenship, (c) are attached to a company which has an established UK branch where they will place you, (d) you are wealthy enough to have an unearned income of about UKP25,000 per year.
Afraid civil engineers are very common in the UK, so that qualification alone will not allow you to live/work here. If you are fortunate enough to receive a working visa for the UK, your knowledge of English will need to be nearly perfect before an employer will hire you -- there are too many people chasing too few jobs here. The UK (especially London ) is one of the most expensive places in the world to live, so why you would want to move here is difficult to understand.
I would not recommend coming here illegally-- despite what the media says, the UK immigration authorities are pretty good at catching and deporting people who have no right to live here and are nothing but a burden on an already-overcrowded island.

First check http://www.britishembassy.gov.uk/iran
May be you can apply to study for a Masters degree at a university, and work at the same time (part-time, of course)
