I have found that lunges are one of the best butt and thigh exercises I have ever known. I keep telling my sister that, but lunges are grueling, butt (pun intended), "no pain, no gain".
You probably won't want to use weights because that may build muscle underneath. What you will want to do is go down low to get a good stretch and do high reps for tightness and definition.
Be careful when you go down, because you can pull the muscle of the inner thigh. There may be a pun or a joke there, butt I'll pass. Hockey players know about this. They're always pulling their groins.
If you've never done these before be prepared to sit on a pillow for a while. You will also find that you will breathe hard, because the butt and thigh muscles are large and require a lot of oxygen, therefore, it is also a good cardiovascular exercise.
Begin by standing straight, and then go down bending one leg forward at a right angle while keeping your upper body vertical and the opposite leg behind you. Hold it for a second or two and then come up standing erect again. Then repeat the procedure with the other leg. continue to alternate like this until your thighs burn.

i started doing an exercise back in my early 30's when my rear and thigh's first needed it, and it COMPLETELy works. It's called Callanetics. It's a one hour program, but you can click to the "thighs" and then "buttocks" section, and it'll only take you 5 minutes a day. Talk about changing your body! You can buy the tape or dvd on ebay. ( I just replaced my vcr tape with dvd and bought it on ebay for a few dollars) Often I see women with the spreading thighs and falling butt, and think that if they only did those exercises it would take care of it. Stand up straight with your hands at your sides, a weight bar in your hands, (you choose the weight, you have enough work out experience to know your own limits. I use about 15lbs, and am female.) While holding the bar, your thumbs should be able to brush your thighs/hips. With soft knees, hinge forward at your hips, sliding the bar lightly down the tops of your thighs to your knee caps. Keep your back straight, your head up, and don't drop the bar below the bottom of your knee caps. As you straighten up, squeeze your hamstrings to pull you back up. Do around 6 or 8 sets of 10.

This may sound silly, but if you can bring a ladder into your house and place a heavy box on a top shelf., climb up and carry it down a few times per day and you will feel the muscles strengthening in these areas you mention It may take a long time before you get results, but nothing happens overnight.

Attach your ankle to a lower pulley machine using a strap. Stand up straight, face the machine and, keeping your leg straight, move it straight back behind you using your glute muscles. Alternate legs. Go for a good burn.
Buns out squats work as well.

stand up, feet together....lift up on the ball of your feet till your standing tip toes....hold for a second then lef yourself back down. Do this several times....it tones the booty
