will have is future....this is ...is now
should be -This is the last time that I will watch this TV program.--or--This will be the last time that I (will) watch this TV program.

No, the meaning comes through, but it is grammatically incorrect. The correct way to convey the same message would be
This is the last time that I will watch this TV program.
or, with identical meaning,
This is the last time I am watching this TV program.
