A foriegn birth certificate is still a birth certificate. If it's not in English, it will need to have a translated version. As long as it's an official or certified copy, and all the other proper documents are available, I don't think there would be a problem.

foreign issued documents will usually be accepted if they are certified and have a translation. Whether it will be enough for a driver's license or state ID will depend on the state. Many require proof of legal residency, as well. Some, for ID cards, still do not.

If she's not a US citizen she shouldn't be here in the first place.. That means NO driver's license either. You can't just expect the USA to take time out to go over your "illegal status" friend's certificate if she's not even legal to begin with. Send her packing.

I know of plenty of people who were not born in the U.S. and there for would not have a U.S. birth certificate and they have valid drivers licenses FYI some of them aren't even here legally go figure.

My newly arrived wife was able to get a Texas ID card from the drivers license department using her Philippine birth certificate, her postal ID from the Phils, and her Philippine passport and US entry visa.

it is not a valid for the purpose of getting any thing in united state if she dont have a green card or a valid visa or american citizenship
