i dont think it came with disks i think its on the computer but i cant find it

Best way is to use a windows boot cd and when it askes to re-install windows choose new installation and it will give you the option to format the drive.

Or for security you can purchase software like disk wipe that will insure all personal info is gone if you are selling or getting rid of the laptop.

If you don't have cd's and you want to reformat and start over ..
Download the Ubuntu cds? or the Knoppix cds.

Before anything drastic .. go out to dell, use your tag number, and download the windows drivers, then you can re-install windows if you manage to find/get a windows cd.

I have a Dell inspiron 700 that I put both Suse 10 and Ubuntu linux on. worked great, no dell drivers, no driver downloads. The SuSE worked better.

Do you want to rformat and reinstall the OS? Then put Win CD in the drive and on the way you select "format and install anew copy of Win."
