Yes, as a matter of fact he has. Different ways and at different times. But this one in perticular time was life changing! Back in mid 80's I had become involved in drugs. Speed actually. I had wanted to loose weight. It really took me over until I only weighed 100lbs and hadn't had a full night sleep in months. Sometimes I could go days with no sleep. When I tried to quit, I couldn't. That scared the you know what out of me. Things had gotten really bad until one night I just gave up. I didn't care about anything any more. It was 230 am and I was a wreck. I turned the tv on and a preacher was standing there telling the story (from the Bible) about the last several days of Christ. It was so vivid in my mind as he went on with the story and like nothing I had ever felt before the power of God came over me and filled the room. Immediately I fell to the floor and stretched out like I was dead. He spoke in my heart or mind, and told me He was there to heal me and that I was going to be just fine. He said for me to always give him my burdens and impossible challenges. When the whole thing was over I went in and went to bed. Had the best sleep. The very next morning I woke up and knew that I had been delivered or healed from my speed addiction! I've trusted Him ever since. The power and love that God has for us is just too much to fathom sometimes. When He speaks to me now, it's deep in my spirit. So it's important to pay attention to that distant voice. But it's there, we just need to find the time to listen.
The Lord is just awsome.

He doesn't talk audibly like He sometimes chose to in biblical times. These days He mostly talks to those who will listen through the inner voice of the Holy Spirit. Sometimes He will put thoughts in our spirit that could only have come from Him. Sometimes He'll speak through the words of the Bible by opening up a revelation of the meaning. The words "come to life". Hes talked to me by giving me solutions to situations that I never could have worked out on my own.

The Bible states that God will not reveal himself to us because we are too full of sin at this point, so apparently it's a one way communication, if you believe the Bible.

God speaks to us through His Holy Spirit. The key is listening! (And of course, receiving the Holy Spirit). It directs me every day and I do hear God speak to me on occasion. Usually, when he does, it is very calming to me. It is not an audible voice I hear, it is more of a voice in my soul, that whispers in a way.....hard to describe.

yes, God still talks to people. he talks to the heart most of the time.. sometimes he uses scripture to talk to us, a scripture will pop in your mind and all of a sudden it all makes perfect sense!
most people are quiet enough to listen.
the Bible instructs us to be still and to listen to the still small voice.

Of course he does, every day! Those who cannot hear the father are too busy concentrating on their material issues. I have heard it said that we must remember we are spritual beings having a human experience...not human beings that have spritual experiences... just my thoughts.
