That depends upon where it has been sitting, and who owns it. Post more details and maybe we can help.

If it wasn't property prepared for storage, it's probably junk by now.

If the car has been sitting in the garage for 9 years with its
battery unhooked, it's not going to start that easily and you
need to look into some few problems which require an
experienced mechanic to help you out.
You can then sell it off or give it to charity.

If it hasn't started in all that time I'd definitely pull the plugs and spray WD-40 in the cylinders and let it soak for a while. Then put the same plugs back in, start and run it for a while then have the plugs changed amongst have the belts and hoses , antifreeze, and oil with filter changed.Cars have tendency to rust from underneath when sitting that long too.Make sure and check the frame really good.Tires dry rot when left on that long too.If it was parked inside a garage then it's less likely to have rust and dry rotted tires.

well first fill it with gas if there is sum in there siphon it out and put new stuff in it. Then check the oil actually u should change the oil it may be bad wouldnt hurt at all then try and turn it over if that doesnt work then u may need to check some other things now what u may have to do is take it to a mechanic if it is stuck and wont turn over

Agreed that it needs more details to better answer your question. At a bare minimum it probably could use cleaning the fuel system, check the electrics, replace tires, belts, hoses, battery, oil/ filter... the list could go on... sounds like a project... hopefully it isn't seized up like some that have sat too long!
Good luck!

if nothing was wrong with it to begin with then change all the fluids (oil, trans fluid, differential fluid, brake fluid, coolant) make sure all the suspension and bushings are greased. Just do a saftey check brakes, lights, signals, ect and then you should be good to go.
