He is called and ordained of the Lord. He is the one the Lord wants to lead his church. Basically most priesthood holders can do the same things/ordinaces, the different levels are called "offices", like the office of the Melchezidek Priesthood. There are different offices though:
Elder, Seventy, High Priest, Patriarch, Apostle

and in the Aaronic Priesthood:
deacon, teacher, priest, and bishop

Each office is an ordained calling or assignment to serve, on a basis of primary responsibility, in a specified field of priestly responsibility.
No one can hold an office in the priesthood without first holding the priesthood.
There is no advancement from one office to another in the Melchizedek Priesthood.

One of the most important and major things the prophet can do that no one else can is receive revelation for the whole church. A bishop can receive revelation for his ward, or a stake president for the stake, but only the prophet can receive revelation for the whole church.

He is the President of the Church. He is a prophet, seer and revelator. He is the only one entitled to provide revelation for the whole church.

His purpose is a lie. He says that he is a true prophet and that God actually speaks to him. Then he tells the people what God "says". Of course this isn't true, but it's one way to make people do what you want. It's an old trick that still works.

His purpose is to herd a bunch of compliant sheep and make lots of money for the church. While he is in that position, no one except him can call all the final shots about what members should and should not do.
