This varies over time and from culture to culture. Back when i was a college student in the early seventies, I wouldn't have dated a guy that didn't have long hair. Now half the guys my age have lost some or all of their hair. In fact, I think that may be a reason fashion always swings back to shorter hair for guys. It helps make the bald spots less obvious.

Soldiers were required to keep their hair short for hygienic reasons, lice for example. Many noblemen and royals also had military ranks and followed the military grooming standards. This in turn caused the civilians to follow suit. After all, if the King has short hair, are you going to argue. The military origin is why anti-war protester have traditionally grown long hair, (to show non-military grooming), worn loud brightly colored clothes (contrasting the military uniforms) and adopted musical styles that contrast with those of their (pro-military) parents. Aside from the Anti-Nam protests of the 60s, the same phenomenon occurred in England in the 1850s in protest of British colonialism, and even in Rome in the 1st century protesting the wars in the Middle east. The reason that men have short hair:
In times of war men wore short hair/no facial hair to keep their opponents from getting a good hold on them, which then could result in death.
Women have long hair because it takes good diet and healthy living to have beautiful hair. It is a way for a woman to show off how healthy she is, and when a woman is healthy, it sends a message to the male of the species that she is a good reproductive candidate.
Of course, today these markers are not needed things in our society, but they do have roots to prehistory.

During World War II, women replaced the men in the factories as the men went to war. When the war ended the men needed their jobs back, so the governing forces indoctrinated that people (women) with long hair worked in the kitchen and people with short hair (men) worked in the factories… really… document in social science books.

Good old convention. For all that we're a modern society moving into this century at a great speed, these old unimportant social values still stick like dog doodoo to your shoe heel. The length of hair is not important for anyone at all. Its who they are and how they go about life that matters.

i be responsive to this female who can pull off short hair such as you have on no account considered which you will me that is no longer suitable. If somebody could make it paintings, men have not have been given any options. yet like the guy mentioned above me, diverse women have the fat lesbian haircut it incredibly is purely grotesque.

it sort of became a societal norm & culture with the lifestyle & beliefs of the ancient times in mind
like last time in some cultures,both girls & guys could not cut their hair as it was something your parent gave you so cutting it would be a sign of disrespect but as time passed & there was so much of contruction & manual labor (due to development & colonialisation), guys found it easier to sport short hair
Seeing that it worked ,it sort of became inculcated with the norms & many followed
As girls stayed at home (last time there was a whole lot of gender inequality),they didnt have to do manual labor & did not have a special reason to cut their hair

Cos guys get lots of facial hair, so they probably thought, "hey thats enough hair on my head, guess i should keep my hair short."
And since girls don't, they let their hair grow long instead
