A truth is a lie when it is only part of the truth and not the whole truth. Satan used the truth to deceive Eve, but he used only part of the truth, and he twisted it with his own reasoning. It worked so well, that it's the primary method he uses to deceive to this day.

When it comes to GOD (Truth), never.
When it comes to Human Beings trying to tell the truth, only if they change it on purpose. You can't tell a Lie unless you pervert the truth on purpose, otherwise you think you are telling the truth and you are Decieved about what you are saying.

The truth is a lie when it was already the truth. Yeah I know, confusing lol.
The "snake" tells Eve that "surely you will not die" and "you will become like Gods". Well, that was already true, she was already made in God's image, already made to live forever. So it was true. BUT, by disobeying God and eating of the apple, she doomed herself with a promise of something she already had.

the truth is a lie when you convince yourself of something that is not true so that to you it becomes a truth and a reality. Really i think it is when you deceive yourself.
