You won't stop him from being curious or observant. In fact, the more you try, the more he'll make sure you notice. He's probably doing it for the attention, too.
Tell him you're going to "clue him in" as his big brother. ;) Let him know that he's got to keep his ogling discreet, or he'll chase the girls away. Let him know that girls like to be noticed, but not stared at as if they're bugs. Hopefully he'll see you as the role model, and get the hint.

While he's young and people are saying that "boys will be boys," thats no excuse for that type of behavior. It's rude, boorish, and demeaning. The next time he does it, have your girlfriend confront him. Call a parent in, and in front of that parent, have your girlfriend ask him to stop. She should tell him that it makes her feel uncomfortable, and that it's no way for a gentleman to act. Then have a parent chime in with how inappropriate it is, then mete out some sort of discipline (taking away a toy or privilege). That will stop it. By allowing it to go on, that bad behavior is being reinforced. He's learning to objectify women and the older he gets, the more difficult it will be to get him to quit.

Why not just let him look? He's just showing normal natural signs of being a boy right? At least he's not looking at your booty or your 'pals' booty!
You looked at girls booties & will until the day you die...let him look!
Making him feel like he's doing something wrong that's actually normal or natural could confuse him & cloud his ways of handling women. You don't want him to feel guilty or wrong for having feelings for girls do ya?
At least he's not crossing the line & touching her or making her feel uncomfortable. If it goes that far...you need to get a parent to handle that situation.

Hey look, he's just a kid. Talk to him brother to brother, and say you know he wants to look at your pretty girlfriend, but he's got to learn to be more discreet about it. Boys will be boys they are always going to try to check out females. However feel free to smack him up side his head each time he does it. My older brother used to do that and that's what I did. One time he got brave enough to smack one of my friends on her @$s when I wasn't around. She slapped him and told me I ended up giving him a black eye. Needless to say he haves never tried to check out any of my friends again.
