why? You can't fix 'sutpid'

actually it is not illegal if the car is a model that did not require seatbelts in the year it was manufactured, although if you buy a vehicle from a dealer with a salvage title and no seat belts it is legal but if the dealer removed the seatbelts for some reason then yes it is illegal in all states just like the dealer can not remove the catalytic convertor or the airbags they cant remove the seat belts

it is not illegal in any situation except if it is a new car coming directly from the factory. the dealer usually does not do the inspection on used cars. they can sell a car without seatbelts it is up to the buyer to install the seatbelts in the car before they take it for inspection

Not illegal if the factory originally delivered it with no belts.

if the car is pre-seat belt erra then yes he can sell without seat belt.

it would be legal if the car never came equipped with belts from the factory,,like an old antique car,,otherwise they have to have them in,,if its newer than a 65 it should have them in there,,if he sold it he,s liable for putting them in it,to make it safe to drive,,good luck i hope this help,s
