Frank's Red Hot sauce is a cayenne pepper sauce. I also "google'd" liquid cayenne and found a product, Cayenne Tincture. This product is used to cleanse the lymph system. Is this what you are looking for? It is available from spiritofhealing.com.

Your best option here would be to "infuse" oil with cayenne pepper.
NOTE this should be done CAREFULLY (prefferably outdoors)
Cayenne can cause SERIOUS burns to ANY exposed flesh!!
WEAR RUBBER (or latex) GLOVES!!
Bring the oil just to the boiling point. (212deg.) add cayanne pepper. reduce heat; simmer for about an hour. Remove from heat, Strain using a coffee filter, cool to room temp. cap & store for NO MORE than 6 months. (After which it'll go rancid) FEEL THE HEAT!!:<)

I don't know about the pepper thing... but marigolds keep most of your pests away. Gramma always planted them all around the garden and in between other plants... something about the smell and taste of them. Also after awhile the deer will realize that the hair and radio are NOT something to be fearful of... same thing with tying CD's to glimmer in the sun or foil pans to make noise, or motion lights. It may help for a short period but then it loses it's effectiveness. Maybe put a 'spot' in the far part of the yard with a salt or mineral lick. They will stay 'busy' with that and leave your flowers/ garden alone.

Powdered Cayenne will just float on top of water.
If you want fresh natural liquid of cayenne pepper...run fresh cayenne peppers through your juicer...that oughtta do it. ;)

I have seen cayenne pepper as a powder, not a liquid. So I suppose you could take some, and add water to it to liquify it.
