Get your dog to the vet. If it will take a while for you to get there or it's closed now, force-feed your dog about a teaspoon of hydrogen peroxide. This will induce him (her) to throw it up.
Just be sure to get lots of towels and old blankets to protect your vehicle. Have someone come with you so your dog isn't climbing all over the place and sharing the vomit with everyone.
No, the peroxide will not poison him. It is a common vomit-inducing agent for pets, the way Ipecac is for people.

DOgs can eat nasty rotten meat usually without effect, trust me I know. Just keep an eye on him/her for vomiting, lethargy, diahrehea, drooling etc if she shows these signs take him/her to the vet asap. I do however doubt that there will be a problem as I have seen dogs consume decomposed meat that was seriously really rotten and nothing came of it. I lived at a hunting camp and the 2 dogs there used to eat the rotten bear bait all of the time, not to mention moose/deer legs etc, beaver carcasses(from the MNR) fish guts, bear entrails, partridge guts, feet, heads... not to mention everything else they could get thier teeth on and never once did either of them get sick... they both lived long lives, one was a SIberian husky and the other a Bouvier.
My parents dog also eats rotten meat quite often and he had a pigs head that he buried and had it for a whole year it was disgusting but he liked it... lol

The vet is probably closed over the weekend, watch her closely. If you notice any vomiting, diarrhea, lethargy, etc. Take her to your vet first thing monday. I dont think it is an emergency, and there's nothing an emergency clinic can do without her portraying any symptoms. Will probably cause some GI upset. But it depends on what you mean by bad meat. Maybe feed some boiled chicken (no season) and some rice. This is the ONLY human food that you should feed your pet! Dogs aren't capable of digesting the same type of food as we are.

You will probably have to take him to the vet if he starts vomiting and havint diarrhea. If it was really bad, he might need some antibiotics. General rules for gastrointestinal upset:
Bland food (boiled chicken/turkey and plain white rice) fed in small meals several times a day,
yogurt (tastes good and has good bacteria to help digestion),
antidiarrheal (kaopectate/pepto),
Antivomiting (from your vet),
sometimes antibiotic to cut out the bad bacteria.
Keep an eye on him and if he has any symptoms, let your vet have a look.
