Or should I just tool around Incheon...any suggestions for either locale?

It is an hour or an hour and a half one way from Incheon to downtown Seoul. I think you are cutting it close. It depends on if the 7 hours includes being there early for your flight. If it is 7 hours from the time you arrive until the time you depart, then I don't recommend you go. Honestly, I don't think there are many sites in Seoul worth seeing. Not worth the time going down there anyway.

Well, Incheon city is actually bigger than Seoul city, and closer to where you are going to be.
Personally I havent been there, so I cant give you any advice on where to go, but you can most certainly get a bit of local cuisine in your belly before heading back to the plane.
Wouldnt really suggest hanging out at the airport for 7 hours, it's just a teensy bit boring.

If you have carry on luggage, you may want it to have wheels, because the walk from the plane to customs is honestly really ridiculously long... however from there you can put it in a locker or special baggage area. There are buses to absolutely everywhere in Korea outside the airport, better to take them than to take a taxi.

I agree with others when they say 7 hours isnt enough time... however in saying that, I probably would be the type of person to just go and see how far I can get anyway.
The traffic is really unpredictable, what could usually take 1/2 an hour, can sometimes take a good couple of hours. Not sure when you are coming either, but the first week of October is a silly time to try to get anywhere, as it's a HUGE national holiday.

There are plenty of things to see in Seoul, but a 7 hour layover really isn't the time to see them. First of all it would take you 3 hours round trip just to get into Seoul and back from Incheon airport. Plus alot of the things that would be good to see take a long time to see properly. Many of the palaces take an hour or so easily. The War Memorial museum took us 4 hours and we rushed it a bit, and the new National Museum is said to take 11 hours to properly do it (what the heck). Plus it all depends if you want to take the time going through customs to get in and back out again if you are only here for a layover. Also depending on where you are coming from you may have to apply for a tourist visa to enter the country for a few hours. Certain countries don't need to, but just be sure if you do decide you want o visit Korea during your layover.

I think it is better to do some light shopping or sightseeing in Incheon, Seoul is about 2 hours away and there isn't much in Seoul that isnt in Incheon (I mean as a basic city not as in sightseeing). I would not recomend it. If you wanna go to Seoul make another trip later on.

i dont think its possible for a 3-4 hours just to go to seoul then do some shopping or sightseeing.though there's a lot of places in seoul u can go to like the seoul tower,dongdaemun market,seoul museum and some amusement parks though its farther.just stay in incheon airport coz they have a lot of places u can go to.they have a lot of small shops and a mall that offers not just clothes,perfumes,chocolates but even a car!im not kidding!u can stroll around the airport alone and i assure u,4 hours isnt enouh to wander in the airport.u can also go online in some of their cafe and try to answer questions here on YAnswers.happy trip! anyong haseyo!

IF you are going in the near future there is a small "get to know Korea" display in several of the departure areas. there is traditonal korean fan painting as an adult I really enjoyed htis area as did my 3 year old :-) there are movies to watch abotu Korea and literature as well as english speaking guides who will happily give you any history or information you desire.
There are several casinos right near the ariport and incheon city. That as previously mentioned is a safer bet with your layover. If you do any shopping outside the airport dont forget to haggle :-)

Personally, i think it would be better if you just stayed in the airport, cos it's very time consuming if you go to Seoul.
You can in fact check out their airport, they have many activities for tourists departing or in transit.
For instance, when i was there during june 2006, i noticed on the day of departure that they had lots of shopping for travelers. In addition, they had a special room near the pathway to gate number 39, whereby tourist can hand paint a traditional Korean fan, whilst they wait for their plane to get ready.
I think that was the best souvenir that i got from visiting Korea.
You might wanna try that out.

Seoul has some of the worst traffic I have ever encountered. It seemed like a couple of hours each way. I doubt that it would be worth it for the time. As well as if you are flying international, you would have to clear customs and all and the time because of screening you would probably miss your connecting flight.
