As of July 2006 Microsoft no longer provides support for Windows 98. That means no more updates. If you want continued updates you will have to upgrade to XP.

As far as I was aware, MS stopped offering update support for anything but XP quite some time ago. Most likely reason is to force you into upgrading your operating system (possibly the whole computer!!) and make Mr Gates even richer...

microsoft doesnt update nothing except xp anymore. they want everyone to upgrade to xp. and a new version of windows is about to come out named windows vista and that may make xp obsolete.........you may find some updates on the net just google whatever you are looking for.

You can try it manually at http://windowsupdate.microsoft.com/ (or at http://windowsupdate.62nds.com/ if you use Mozilla/SeaMonkey/FireFox) but I think they may have stopped producing new updates for it now.

On the other hand, you may have a virus that's blocking it. Try the microsoft page above and see if it gets blocked.
