What kind of public record?
you can find telephone and address of anyone who has one, as long as its listed, current and steady.
Ive found friends by searching there names in yahoo profiles, you have to be creative if your looking for someone. As far as getting info about someones personal info like banking or ss#, dont bother, for one its impossible unless you work at a bank or simular and have most of the info already. And mainly, not your business, and think about it....If you can find some ex gf or bf account #....what stops me from getting yours?

Usually yes, if you get it from the official sources. If you want a copy of a document, you might have to pay a copy fee.

Yes you can. All you have to do is request it from the agency you are seeking the information about. Most give it voluntarily, as they are required by law under FOIA to do so.
