He doesnt love you. Not if you just started dating him. Especially if you only known of him for a short time. It means one of two things. This guy is crazy. Stalker type. (Doesnt mean that, but if its that fast, it could mean that he has some clingy issues/jealosy.)
Or, hes like almost every other guy, he wants you to think hes in love with you so he can get in your pants, simply put. But, I could be mistaken. I dont know any details besides he said he loved you after 1 hour.

If he is sincere and you've known him for a while then don't break his heart. I know that it's completely possible that he's been wanting to say it for a long time. I know the felling and it's horrible. If you know him well don't just assume he is this evil person trying to take advantage of you.

Guys who love you within one hour are just in love with your looks or want you sex. There's no way he KNOWS you enough to love you for who you are in just one hour.
