As for an online suite of tools you can try Google's tools: Google Spreadsheets (similar to Excel), Writely (similar to Word which by the way has the possibility of writing drectly to your blog) and I think they´re cooking up some more tools. You could also try the thinkfree suite (thinkfree.com) which has a word, spreadsheet and presentation editor.
Remember that since these are online, they´re not as powerful as the desktop counterparts. If you want a free desktop solution, get OpenOffice.
If you need more robust blogging solutions you can download wordpress or you could think about using a Content Mangement System (Typo3, Joomla, Mambo, etc)

Legal site will not have any MS Office products that can be downloaded.
If you want legal free software that preforms very much like MS (overpriced) Office Pro, go to www.downloads.com and get OpenOffice.
There really isn't blog software. Most hosting websites allow blogging. Some for free, some for a cost. You can use the Yahoo 360 (free) to create blogs and open it so anyone can find your blogs.

Go to http://www.openoffice.org and download the free Open Office software from there. You can open and save in Microsoft Office 2003 format or the native Open Office format. It is really great and the look and feel of the Writer and Calc are preety close to Word and Excel.

Try Easy Office - it's free and I think just as good as MS Office.

If you mean a replacement for MS Office, there OpenOffice which is freeware.
