Is the PAL system of a video recorder compatible with the German system? I know TVs are not working. But what about VCR recorders?

Most older vcr could switch between pal & secam,newer ones will almost all have this feature automatically. Sould work with no problems assuming that the tuning band is wide enough.
It is cheaper to mass produce a global video rather than smaller runs of formats for specific regions.
DVD was brought out with the regional restriction codes to make piracy more difficult,not considered when vcr came out,although most dvd's are simply locked to a specific region after prodution.

newer ones should and older ones wiil need a wee knob at back or sometimes inside tweaked (same way they did when chan5 was launched) something to do with how signals are transmitted and recieved
